Council revamps CIO appropriations process

In accordance with new policy, the Student Council Appropriations Committee will allow both new and established Contracted Independent Organizations to apply for funds this fall.

"Student organizations are the life-blood of the University community," Vice President for Organizations Eli Dejarnette said. "CIOs are important to the learning experiences outside of a classroom setting."

According to Dejarnette, all fund-seeking CIOs that received final approval after Feb. 5, 2003 will be under consideration for funds this fall.

For the first time, CIOs that are not new but have experienced uncontrollable, extenuating circumstances will also be under consideration for funds in the fall.

"For example, if Men's Club Soccer had one of their soccer goals vandalized, we would consider that to be an uncontrollable, extenuating circumstance," Dejarnette said. "And it is a problem that a financial solution could solve."

The Appropriations Committee held its first mandatory meeting yesterday for CIOs interested in applying for funds.

"I wanted to get a better idea of what it takes to run a CIO," College Rep. Curtis Ofori said. "I came [to the meeting] because I was interested in the process of forming an organization."

Some organizations attending already had received final approval from the Student Council and the Associate Dean of Students.

Steve Policastro, Treasurer of Co-Operative Housing at U.Va., attended the meeting for the newly-formed organization.

"We just received approval last spring and wanted to get some information about funds," he said.

All groups seeking funds will be required to submit an explanation of why the organization needs funds this fall. Then groups will meet with one of approximately 20 committee members, who come from all the undergraduate schools.

Members are divided into several different sub-committees that will be responsible for varying types of student groups.

Organizations will submit budgets and, if necessary, appeals to the committee, which will be followed by a series of late-October committee hearings.

During these hearings, members will have the chance to question the leaders of fund-seeking organizations.

Finally, the appropriations committee will hold several deliberation sessions during the first week of November and will send the organizations their final approved budgets Nov. 10.

"We are expecting anywhere between 50 and 60 CIOs to apply for funding this fall," Appropriations Committee Co-chair Connor Fee said.

According to Fee, the committee will allocate a total of approximately $20,000 this fall. The funds themselves will actually be given out starting second semester through reimbursements.

While spring appropriations determine funds for an entire school year, fall appropriations will only distribute funds to each approved organization for next semester.
