Council allocates funds for CIOs

Student Council's Appropriations Committee sent decision letters Friday to 158 Contracted Independent Organizations detailing the amount of money each will receive from the Student Activity Fee fund.

The SAF is a $39 fee each student pays annually along with tuition.

The Committee allocated a total of $398,072 to the student groups after receiving requests for $720,567.48 in requests. Last year, $484,334 in SAF money was given to 166 CIOs that had requested $721,066.68.

Committee Co-Chairman Nick Holmes said the Committee denied many requests due to errors in the CIOs' proposed budgets.

"A lot of the cuts are reworking the numbers according to the guidelines set by the Treasurer's Manual," Holmes said.

Committee Co-Chairman Jay Cost said he agreed with Holmes. "Most of the groups that have zeros next to their requests are not fundable or are self-sufficient," Cost said.

A group is deemed not fundable if its requests are prohibited in the Treasurer's Manual. Some expenses CIO funds cannot cover include trips that are not during the school year, speakers and social events.

He also said the Committee works with the CIOs to suggest ways they can raise money the Committee does not allocate.

"The purpose of the SAF is to cover the gap between what a group can reasonably raise and the amount of money they will spend," Cost said.

Council Vice President for Organizations Jamey Thompson said not all of the SAF fund is used each year. Unused funds roll over to the following year.

Thompson said the Committee does not know the total amount of SAF funding available each year for CIO allocations. It gives out the money based on need, not how much is available through the SAF, he said.

Groups that did not receive funding or did not receive the amount of funding they requested can appeal the Committee's decision.

One group, Spectrum Theatre, requested $8,780.19 but did not receive any money from the Committee.

Spectrum Theatre Artistic Director Andrew Starner said the organization plans to appeal the decision.

Starner said the group did not receive any SAF money last year but appealed and received more than they had wanted originally.

He said the group will ask for more than its original request again this year.

Council will vote on all appeals at its meeting April 25.
