Council hears CIO appeals for appropriations

Student Council voted to overturn the appropriations committee's decision to deny the Pre-Dental Society access to Fall CIO Appropriations during an appeals hearing last night.

Fall appropriations began last year with the intention of allowing new groups that did not have access to Spring appropriations or groups with extenuating circumstances to apply for appropriations in the Fall, Vice President for Organizations Rebecca Keyworth said.

The Pre-Dental Society was denied access to Council funding on the basis that they existed at the University during the Spring Semester and they did not meet the committee's definition of extenuating circumstances.

The group's executive board was not nominated until after Spring appropriations last year and reapplied as a new CIO at the beginning of the school year.

"This group isn't a new group," appropriations committee member Peter Skelly said. "It is the continuation an old group."

The group claimed their prior leadership's failure to apply for appropriations in the Spring as their extenuating circumstance.

"Our board this year is very responsible," Pre-Dental Society President Kelly Mayer said. "Had we been the board last year, this would have never happened."

However, the appropriations committee denied four CIOs funding who claimed irresponsible leadership as their extenuating circumstance.

"If a group decides not to pursue funding through us, that is their rightful decision," Peter Skelly said. "This applies to a variety of groups and we've upheld this decision with a variety of groups."

In their appeal to Council, the Pre-Dental Society executives said they plan to use funding for preparing their membership for application to dental schools and attempting to obtain national chapter recognition.

Since Council overturned the committee's decision to bar the Pre-Dental Society access to Fall Appropriations, they will now submit an anticipated budget and go through the standard procedure for appropriations.

Three other groups -- SUR magazine, Amigos for Colombia and Nomas -- were also denied access to Fall Appropriations on the basis of the failure of past leadership. Amigos for Colombia and Nomas did not appeal the committee's decision.

Council voted to uphold the committee's decision to deny SUR Magazine during last night appeals hearing. The publication was allocated funds during Spring appropriations.

The Committee will consider 37 CIOs for Fall Appropriations with $20,000 available for funding. Most of the groups who have submitted budgets to the Committee fall under the new group category.

Hearings and budget deliberations will begin this weekend and allocations will be announced Nov. 8.
