Alex Cortes argues that Congressional Republicans have seen a rise in their approval ratings because of their opposition to President Obama's stimulus bill. As much as I hate to disappoint Cortes, I feel obligated to remind him that, historically, the Congressional delegation of the party not holding the White House always sees their approval ratings rise in off-years.
