Phi Kappa Psi fraternity became the first to sign a new Fraternal Organization Agreement Jan. 8, after the Charlottesville police department concluded there was no substantive evidence to corroborate the allegations of a gang rape at the fraternity two years ago.

Last week I lay marooned on my couch recovering from a successful hip surgery. In my delirium and unrivaled state of boredom, I couldn’t help but hope for a speedy return to student life, and to having homework again. That’s how bored I was. I needed something to do, so I probed the internet looking for anything to distract me and eventually found what I was looking for: the Cavalier Daily article announcing the University’s new Fraternal Organization Agreements.

The product of a month-and-a-half long ban on Greek social activities is a host of new safety regulations for every Greek organization. Of particular focus are the requirements for fraternities under the purview of the Inter-Fraternity Council, which have borne the brunt of the criticism in the aftermath of Rolling Stone’s story about the gang rape of a first-year student.

The University will begin to accept applications for Resident Advisors in the next two weeks — with Focused Area applications due Jan. 16th and First Year and Upperclass Area applications due Jan. 27. at noon. The applicants, who will receive decisions in March, will complete a written application and undergo group and individual interviews to determine who will supervise on-Grounds housing.

The release of Rolling Stone’s article “A Rape on Campus: A Brutal Assault and Struggle for Justice at UVA,” published Nov. 19, shook the University community to its core. The article detailed the story of then-first year student Jackie, who was allegedly gang raped at a party at the Phi Kappa Psi fraternity house in Sept. 2012. The article's author also criticized the University administration’s response to Jackie's and other sexual assault survivor's stories.

The Sept. 13 disappearance of second-year College student Hannah Graham led to a long investigation by the Charlottesville Police Department and the eventual tragic discovery and identification of her body on Oct. 24. Albemarle County resident Jesse Matthew was arrested in relation to the disappearance on Sept. 24 with charges of abduction with intent to defile.

At a Dec. 19 Board of Visitors special meeting, University President Teresa Sullivan announced several new safety programs set to begin in the spring semester, which include updating on Grounds cameras, partnering with Corner merchants to implement cameras, increasing on-Grounds lighting and lighted crosswalks, creating a patrol system around grounds, hiring new sexual assault counselors and hiring two Title IX investigators.

I wrap up the semester with a relevant question — what is this place, this adored jumble of white pillars, construction sites and endless red brick? According to the official Online Etymology Dictionary, the word “university” derives from the Latin root universitas meaning all things, universal, whole, etc. Barring additional etymologies, this term seems to approach a core characteristic of most universities, namely the diversity of opinion, culture, language and identity that thrive within them. Subsequent centuries tacked on more familiar descriptions, fleshing out the university as a place of higher learning and community of scholarship. To summarize — we appear to be a diverse intellectual community that exists for the advancement of ideas. So far this all seems fairly accurate. But I believe the definition wants for one crucial element: the unknown.

University President Teresa Sullivan announced the formation of an ad hoc committee on public safety Monday. The committee, formally titled the Ad Hoc Group on University Climate and Culture, is chaired by Sullivan and includes two members of the Board of Visitors, two faculty, four students, one staff member, one dean and four alumni and parent representatives.

The University has confronted an identity crisis of sorts in the past few weeks, wondering how such a horrendous crime as described in Rolling Stone could occur in our community. We now face more questions than answers in an even more unsettling development. Now that Rolling Stone has retracted their support of an article which left the sanctity of the University community in ruins, how do we continue? The report shook our trust in the administration. Now new information shatters our trust in the report. How do we find a solid ground to stand on?

A statement by Phi Kappa Psi fraternity outlined an internal investigation which found a number of the details presented in the article are possibly untrue.
