Charlottesville City Council met for a special meeting Tuesday to approve the budget ordinance for fiscal year 2023. During the brief 20 minute meeting, Council members passed the budget unanimously, along with resolutions to increase the real estate tax by one cent and set the personal property tax relief percentage for tax year 2022 at 32 percent.

Students had varied responses to the University’s recent changes in COVID-19 policy – including lifting the weekly testing requirement for unvaccinated students, phasing out saliva testing for asymptomatic students and implementing a mask-optional policy for classrooms. While some students and professors felt that the decision was justified given the recent decline in COVID-19 cases, others feared a resurgence in cases.

The Charlottesville City Council convened on Wednesday evening with Interim City Manager Michael Rogers and Krisy Hammil, Senior Budget and Management Analyst, as well as staff members from the Vibrant Community Fund to discuss nonprofit funding. The Vibrant Community Fund is a City-run agency tasked with reviewing funding requests for community agencies and making recommendations to Charlottesville City Council on which programs to fund.

Director of Energy and Utilities Paul Zmick discussed the University’s strategic thermal energy study in a virtual event hosted by the Energy Working Group Tuesday. Attended by approximately 25 participants, the event explored how the University can reduce its usage of fossil fuels nad decrease carbon dependence in heating on Grounds.

Charlottesville City Council members discussed the proposed budget for the 2023 fiscal year at Monday’s meeting. As it stands, the budget fulfills the Charlottesville school board’s request of $4.2 million, funds seven new city positions and allocates $7.3 million towards affordable housing.

At the meeting of the Board of Visitors Advancement Committee Friday, University President Jim Ryan announced a philanthropic gift of $2.5 million from 1966 College and 1970 Darden alumnus Terry Daniels. The committee also spent a significant portion of the Friday meeting discussing progress on the Honor the Future campaign.

The Charlottesville City Council rejected passing a collective bargaining ordinance originally proposed in October for the second time at a meeting Tuesday, citing a need for more time to study the issue at hand. The Council also approved all consent agenda items, as well as a development plan to build a three-story apartment complex on Preston Pl.

First-generation students make up an increasing percentage of the student body on Grounds — in the Class of 2025, a record 1,184 students are the first in their families to attend college. This group of students face unique challenges, especially at a University where 67 percent of the student population comes from the top 20 percent of the income bracket. During its National First-Generation College Celebration, the University celebrates this community with events and activities for first-gen students.
