Initial emails to students did not explicitly mention that wifi services were down — students reported outages in most areas on Grounds, and an eventual update sent before 10 a.m. noted that internet might be “spotty or inoperative” in some areas. 
At the meeting, members of the Council behaved as if they were a rebel group that could only discuss these issues in private.
