Council error leaves group in financial lurch

Last week, Student Council demonstrated to the Hindu Students Council the eternal wisdom of the cliche, "don't count your chickens before they hatch" when it backtracked at the last minute on a $650 agreement.

When the HSC submitted its 2000-2001 allocation requests to Council last semester, it listed one of its expenses as a "Garba Band" that "plays music for dancing" at a traditional Garba Raas stick dance, the first of which was held Saturday. Council agreed to fund the $1,500 request for one band per semester.

But when the HSC took the band contract to Student Activities Business Manager C. William Hancher Wednesday, he told the group it could not receive the funding. In accordance with appropriations bylaws, Council cannot allocate money for honoraria such as food, bands and social events.

The HSC then found itself with no way to pay a $650 contract for a band that was scheduled to play in three days.

    Thursday, Hancher approached Kelly Harris, Council vice president for organizations, to find an alternate source of funding for the band.

    But two days was not enough time to fix the snafu and find other funding.

    Council finally decided to grant HSC an interest-free loan for the full amount to be repaid by Dec. 1. The money came from Council's non-fundable account, a checking account paid for mainly by Council fundraisers, Council President Joe Bilby explained. If the HSC fails to pay the debt, it could be ineligible for future funding, Harris said.

    HSC financial coordinator Hina Bhalala said the HSC hopes to receive money from the University's Cultural Programming Board, which sponsored the event in the past.

    "Student Council should watch out and review every subject carefully so this doesn't happen again," Bhalala said.

    In the past HSC had always asked the Cultural Programming Board to fund the band, Harris said. But this year, it decided to ask Council for it.

    HSC "decided they'd try to slip it in" to its Council funding budget, Harris said. "They succeeded"
