Officials of the State Council of Higher Education for Virginia announced that Carl N. Kelly will serve as the agency's new chairman, effective immediately. SCHEV is the coordinating body that makes public policy recommendations for Virginia's public colleges and universities.
Kelly will replace Norfolk attorney John D. Padgett, who has served as chairman for the past three years, the maximum period allowed under SCHEV's bylaws.
"I am extremely honored and excited by this opportunity", Kelly said in a statement last week.
Appointed to the council last year by Republican Governor James S. Gilmore III, Kelly brings over 40 years of experience in business and higher education to the Council. He serves as the senior vice president for Online Services/Hosted Applications for Oracle Service Industries in Reston.
As chairman, Kelly will preside at council meetings, appoint committee members, represent SCHEV to outside parties and serve as the official spokesman, council member G. Paul Nardo said.
Kelly said he plans to continue the work by his predecessor, Norfolk attorney John D. Padgett, including the Reports of Institutional Effectiveness which are statistics used to evaluate colleges and universities. He will make a more official announcement of his agenda at SCHEV's September meeting, Padgett said.
"With today's ever-changing environment, SCHEV's coordinating role is more essential than ever," Kelly said. "I want to listen to all of SCHEV's many and sometimes competing constituencies and work together to advance Virginia through its outstanding system of higher education."
Nardo also said he was drawn to Kelly's business and technology background.
"Dr. Kelly is a visionary and someone the universities and colleges can place their trust in," he said.
Padgett said he hopes his successor continues trying to ensure that a college education remains affordable and of the highest quality.
"He's just a class act and a nice guy, Nardo added. "I look forward to working with him."
Although Gilmore appoints the 11-member council, members select among themselves for chair positions.
