Vice President Joe Biden announced Tuesday an incentives-only education reform program encouraging states to increase their college graduation rates. The College Completion Tool Kit will include a $20 million Comprehensive Grant Program to states which execute plans to graduate more students.

Despite the U.S. Congressional repeal of the military's controversial "Don't Ask, Don't Tell" policy last month, Virginia Attorney General Ken Cuccinelli suggested that the state General Assembly could sidestep the policy by forfeiting federal funding for the Virginia National Guard. Such a maneuver would help establish a state-funded militia free from the new policy's constraints.

The family of former University women's lacrosse player Yeardley Love has created the One Love Foundation with the aim of fostering the development of service, kindness, humility and sportsmanship in young adults. The foundation's website outlines several of its initiatives, including a scholarship award and a character-based program to bring sports, specifically lacrosse, to underprivileged communities.

A Charlottesville resident was wounded in a shooting that took place yesterday at about 2:30 a.m. on 13th Street.\nThe wounded individual fled the scene on foot and sought treatment at the University Medical Center. No students were reported to be involved.\nCharlottesville police responded to the incident, which they believe involved "two separate groups that may have been known to each other," as stated by University Police Chief Michael Gibson in a University-wide e-mail.\nUniversity and Charlottesville police officials will increase officer presence in the heavily student-populated area and encourage anyone with information about the incident to contact Crimestoppers at 434-977-400 or Charlottesville Police at 434-970-3280.\n-compiled by Bethel Habte

During spring 2008, Physics Prof. Blaine Norum received an e-mail from a student about an in-class cheating incident during the final exam period for his Physics 142E class. The student overheard a group of his peers discussing an incident in which someone used a smart phone to access the web solutions to a midterm posted on Collab during the final exam, which included questions identical to ones on the midterm.

Student Council President Colin Hood dedicated an American Elm tree to the Casteens on behalf of the student body. Hood explained that Council chose this symbol to represent the couple's "role in the groundwork of the student experience." The tree will be planted near the Chapel, Hood said.

The University's Financial Aid Office will introduce several changes to the student loan process this summer to fall into accordance with a student-loan provision in the 2010 Federal Health Care Law.\nThe loan overhaul will make the government sole lender of student loans, thus eliminating banks as institutional intermediaries. The office will assign servicing agents to students.

Augusta County law enforcement officials announced in a press conference yesterday that they have apprehended Ralph Leon Jackson, a man suspected of shooting two people at Rock Point Overlook at about 7:30 Monday evening at mile marker 10 of the Blue Ridge Parkway.
