Rep. Payne to teach course on campaigns and elections

University government students will get a chance to learn about campaigns and elections from an insider this fall.

Former U.S. Rep. L.F. Payne (D-5) will teach GFAP 436, Campaigns and Elections.

Payne's class will be limited to enrollment by instructor permission. Students will be selected by an application process. Fourth-year students and those with experience working on campaigns will be given preference. The final class size has not been determined yet.

Larry J. Sabato, government and foreign affairs professor, taught the course in previous years. Sabato, a well-known media pundit, decided not to teach this semester because of his busy travel schedule during the presidential campaigns.

Sabato said Payne's extensive electoral experience and vault of political knowledge make him an excellent choice to teach the class.

Payne brings a "mix of scholarship and practicality," Sabato said.

Payne successfully ran for his House seat five consecutive times. He lost the 1997 race for lieutenant governor.

During Payne's time in the House, he was known as a representative who was able to compromise, Sabato said. Payne eventually worked his way into a position on the powerful Ways and Means Committee, which determines funding for government programs.

"He understands winning and losing [elections], although especially winning," he said.

Payne's teaching will be co-sponsored by the Department of Government and Foreign Affairs and the Center for Governmental Studies.

Center Chief of Staff Alex Theodoridis said Payne is a natural choice.

"There wasn't any sort of extensive search" for a replacement once Sabato decided not to teach, Theodoridis said.

Matt Madden, a fourth-year government major and Student Council executive vice president, said he is hoping to enroll in the class.

"It seems like everyone I talk to" is interested in the class, Madden said.

As someone who has "been in the trenches," Payne should bring "great perspective," he said.
