Newly formed CIOs may receive money

Student Council unanimously passed a proposal last night allowing newly formed contracted independent organizations to apply for "introductory allocations."

Introductory allocations consists of a dollar amount of up to $500 given to CIOs that have not gone through the normal appropriations process yet.

On Nov. 9 the proposal will go to the Student Activities Committee of the Vice President of Student Affairs Office. If passed, the proposal will go into effect Nov. 12.

"Every year we always have groups that come in just a little too late or a brand new group starts up," Vice President for Organizations Kelly Harris said. "This is a way Student Council can provide services to these organizations."

Usually, new CIOs, or ones that could not obtain funding through the appropriations process, are advised to go to the Parents Program or the Vice President of Student Affairs Office for access to spare funds.

"We hope this initiative will provide relief to the dozens of groups that currently apply for funds from the University vice president for student affairs," said Council President Abby Fifer.

The normal appropriations process begins between Jan. 18 and 21 when student groups attend a mandatory meeting. If a group is unable to attend these meetings, they are not able to apply for funding for the next school year, Harris said.

"Student Council is pushing hard this year to support CIOs in any way we can and to cut through a lot of the red tape that well-intentioned groups get caught up in," Fifer said.

Introductory allocation will not exceed $500. These funds will come from the student activity fees surplus.

The CIOs must go through an application process to receive funding during the Sept. 1 to Mar. 31 eligibility period.

The bill says CIOs must not have been involved in the appropriations process of the previous year. Also, introductory allocation will be given to a CIO only once.

The council vice president for organizations will review the application, according to the Board of Visitors and Treasurer's Manual guidelines.

"I'm not making any discretionary decisions," Harris said. "I'm not making decisions based on the merit of the group but by the guidelines provided for me."

Council's representative body will review the application with the changes made by the VPO and vote to approve or deny it.
