The Virginia Senate yesterday voted 24-14 to send House Bill 1, which would have changed the definition of "person" to include unborn children, back to the Education and Health Committee. The bill will not come up for a vote again this term.
The bill's sponsor, Del. Bob Marshall, R-Manassas, said the legislation would have no affect on birth control or abortion laws but would let parents receive damages for the death of a fetus in wrongful death lawsuits.
Democratic Party of Virginia Chair Brian Moran, however, released a press statement yesterday saying the bill would have threatened a woman's ability to make decisions about her own body.
"This is a victory for Virginia women and for any person who just wants a government that puts making people's lives better ahead of injecting itself into their most personal decisions," Moran said.
Eighteen Democrats and six Republicans voted to send HB1 back to committee. Two Democrats abstained from voting, and no Democrats voted in favor of the measure.
HB1 passed the Republican-dominated House 66-32 Feb. 14.
