Council recommends that state adopt plan to help increase enrollment

The State Council of Higher Education for Virginia released recommendations to the state Monday, asking for financial incentives for public colleges and universities to increase enrollment.

The council made these recommendations in accordance with the state's Higher Education Opportunity Act, which was passed earlier this year and aims to increase degree production by 100,000 throughout the next 15 years.

The act established the Higher Education Advisory Committee to review current policies on higher education and make recommendations to the council, which then makes recommendations to Gov. Bob McDonnell to improve and restructure higher education in Virginia.

Under the council's recommendations, four-year schools would receive $2,800 in the first year of the budget and $3,000 in the second year for each in-state student accounting for enrollment growth. The resolution specifies that the council does not set a threshold of degree-completion to be eligible for such incentives.

McDonnell will refer to the council's recommendations as the new budget is formulated in January, when the General Assembly reconvenes.

"The General Assembly will take this and decide how to actually implement it in terms of funding higher education," said Jim Alessio, the council's director of higher education restructuring and author of the resoultion.

Whether or not these recommendations are applied to the new budget depends on multiple factors, such as the state's revenue, how much the state needs to spend, and how to allocate the funds to every agency in the state, Alessio said.

"It's hard to say exactly how [the General Assembly] will handle that," he said. "They have some big decisions on their hands"
