On the Issues
Higher education: Kilgore supports the tuition freeze because he was a part of former Gov. George Allen's administration, which originally implemented it.
Northern Virginia Tax Referendum: He believes in regional control of all transportation issues in Northern Virginia as well as Hampton Roads or Richmond.
Abortion: Kilgore opposes abortion in all cases except those of rape, incest, or if the mother's life is in danger. Abortions from rape and incest must be reported to the police so no crimes go unpunished.
Environment: He would take a balanced approach to the environment by encouraging businesses to follow environmental laws.

Car tax: He supports the car tax but saya in light of the Sept. 11 attacks Virginia might need to reevaluate its budget to put public safety first.
Standards of Learning tests: Kilgore supports the SOL tests. He thinks schools have improved because of the establishment of one standard for all students, including minorities.
