Higher education: Earley pledges to set up a $1 billion bond for building projects at Virginia's colleges and universities. He also supports the tuition freeze the General Assembly implemented in 1999 for in-state students at Virginia public colleges and universities.

Northern Virginia tax referendum: Earley would not support a tax increase to raise money to solve Virginia's traffic problems because he has an alternate plan, which would not require a tax increase.
Abortion: He is pro-life and only supports abortion when the life of the mother is in danger.
Standard of Learning tests: He supports the SOLs but would be open to revising them as the need arises.
