AMERICAN establishments have once again proved their bigotry and stupidity in responding to international disputes. A California board of trustees ordered two community colleges to terminate study abroad programs in Spain. Last year, Spain removed its troops from Iraq after the deadly Madrid train bombings in March. The trustees ended the 14-year-old Spain program in order to condemn the country's abandonment of American troops in the Middle East.

Trustees of the South Orange County Community College District, which includes Irvine Valley College and Saddleback College, decided to limit study abroad destinations on the basis of countries' foreign policies.Trustee Tom Fuentes, in an Associated Press article, said "Spain has abandoned our fighting men and women, withdrawing their support
